Good point about this behavior being a spur-of the moment thing on the part of parents. And I shudder to think about how scarring it is, especially for the teen children, with hormones raging and when they need parents most.

In some cases, they are driving to Nebraska from other states to abandon their children.

Can you imagine the scars this has to leave on the children? I am so appalled that I am at a total loss for words. I would guess that the legislature didn't imagine this consequence because it is unimaginable. Sure, every so often a parent tosses a child out, but in hordes? And to pack them up and drive them to another state to get rid of them -- which can in no way be dismissed as spur-of-the-moment anger? Too cold-blooded for me to even fathom.
